Ellen Hoggard

President and Board Member

Ellen has worked in the field of international education for 25 years. Her journey began at the age of 14 when she participated in her first high school exchange to Romania. That experience created a passion, still strong and dedicated to opening the door for others to engage in an exchange opportunity.

Theresa Nelson

ARO, VP, Finance & Administration

Theresa has been involved with J-1 Exchange Programs for the past 16 years, including Au Pair, High School and Work & Travel programs, where she served as an Alternate Responsible Officer for all programs. She has extensive experience and knowledge of SEVIS and Department of State Regulations.

Theresa lives in Petaluma, California, a small community north of San Francisco near California wine country, with her family. She is a proud mother of two boys and a die-hard San Francisco Giants fan!

Carol Cain

National Director of Program Operations

A career that began 15 years ago as she joined the staff at her local high school, Carol has dedicated herself to building confidence and cultural curiosity in all of her students. Experience in the management of both short term and long term programming has culminated in her current position to provide a caring, high quality experience for all STS Foundation students.

Joan Formoso

National Director of Field Operations

Joan has been involved with J1 student exchange programs for the past 18 years. Working with both short stay cultural exchange programs for elementary, jr. high and high school students and academic programs for international high school students.

As a mother of 3 grown children, 5 grandchildren & host mother to many international “children” Joan is dedicated to operating a high quality program where international high school students can safely learn and grow from their exchange experience; where the participating families, schools and communities can benefit from the experience by increasing their knowledge of another country and culture and where all participants have the opportunity to develop lasting friendships.
